Union of prisoners of war and political prisoners. List of prisoners of war and political prisoners in Ukraine in urgent need of medical and material assistance. you stick together

Nobody knows their exact number. Even they themselves. The fact that they still exist will not be officially confirmed either in Ukraine or in Russia. The next stage of negotiations in Minsk in mid-May did not clarify their further position and legal status.

Today, about a thousand prisoners of war from the Donbass are in places of deprivation of liberty in Ukraine. Among them are both citizens of the DPR and LPR, and Russians - volunteers who once went to defend the Russian world and were stuck in someone else's war for a long time.

These people managed to contact MK - they want to declare themselves and start defending their rights. They simply have no other choice. Nobody needs them anymore.

“All prisoners of war are in different prisons and pre-trial detention centers in Ukraine, but they were able to unite even at a distance to fight for their freedom. They still have nothing to lose - some have already received real long sentences, - says Andrey Sedlov (the Novorossiya movement). - The most important thing is that they do not want to be recognized as prisoners of war, in relation to these people the Geneva Convention, its second additional protocol is completely ignored, since Ukraine denied and still denies that a civil war is being waged on its territory ... Therefore, they can be treated whatever you like, don't stand on ceremony, international human rights organizations have no access to them.”

Printed white sheet of paper. Hello from there. A number of surnames, some of which are Russian, some are Ukrainian; only surnames, without names, titles, hastily: Garmash, Babich, Gubik, Slitenko, Evtukhov, Bliznichenko, Reznikov ... Further down the list.

“Appeal of the Union of prisoners of war and political prisoners of Donbass.

We, representatives of the Union of Prisoners of War and Political Prisoners of Donbass, would like to officially appeal to the humanitarian group on the exchange of prisoners of war and the search for missing persons in the framework of the Minsk agreements with the following proposals for organizing a phased exchange "all for all". On our behalf, we urge you to add the following categories of people to the priority exchange lists: prisoners of war whose health condition is critical and their lives are in danger, elderly people over 60 years old, those prisoners who were captured in battle over two years ago and went through severe torture ... »

DNR - in intelligence

Nobody's fighter

36-year-old Muscovite Denis Sidorov is perhaps the most famous Russian volunteer in Ukraine who was captured. True, on the other side he is contemptuously called a "separ" (separatist).

“The Ukrainian investigator told me that my husband was taken prisoner. He contacted me through a page on the social network, wrote that he needed confirmation that it was Denis, since her husband had no documents with him, ”Kristina Sidorova has been fighting for her husband’s freedom for almost a year. Since September 2016. And I haven’t seen him for almost two years - since he left for the Donbass in 2015.

Did you immediately believe that the investigator wrote to you? I ask the girl.

To be honest, at first no. Only when he sent pictures of Denis with a shot through his leg (and this happened in the last fight), I sent a photocopy of his passport there. The Ukrainian side insisted on this. Perhaps this should not have been done, but I was convinced that otherwise Denis would not be included in the exchange lists if his identity was not officially established. I was promised that he would be back soon...

After the capture of the fighter became known, the DPR authorities stated that Denis Sidorov had nothing to do with them at all. In the unit where Denis served, he was immediately taken out of state.

The usual practice of "draining". We do not know this - and that's it. This has been the custom since the time of the Great Patriotic War: if you got to the enemy, it would be better if you died, no one will harness for your liberation.

A former policeman, now a lawyer, in his youth Denis went through Chechnya. His family did not understand and did not accept his act - to go to fight for the Russian world in Ukraine: a young wife, a growing son - why was all this even necessary ?! But, like many of those who in the first year rushed to volunteer to fight in the Donbass, Denis also fell into the trap of goodness and justice.

“My husband was a scout, sometimes he didn’t get in touch for a long time, so I didn’t panic in advance, I didn’t worry in vain,” wife Christina worries.

On September 8, in the area of Shirokaya Balka, Denis Sidorov, a reconnaissance officer of the 3rd Motorized Rifle Brigade, was wounded in the leg and captured by the Armed Forces of Ukraine. The special services of Ukraine contacted his family already on the ninth - they quickly worked, to be sure.

“The Russian mercenary turned out to be no one's” - and this is news from Ukrainian newspapers: after the command renounced their fighter, Denis was not included in the exchange lists. But they hyped it up to the fullest. “However, it still wouldn’t help, there have been no exchanges for more than a year,” Andrey Sedlov (Novorossiya movement) throws up his hands.

And on the "citizen" - their own problems. Kristina had to file a statement with the police at the place of residence that her husband had allegedly disappeared, a search case was opened on the territory of Russia on this occasion - for some reason it was impossible to honestly write right away that he was in the DPR, he had to come up with something, and all for the sake of to at least start looking for Denis officially.

Now, when the young woman has already gone through all the bureaucratic circles of hell of various instances, she no longer counts on anyone's help. The last reply came from the Ministry of Foreign Affairs, which says that her appeal to the Russian Foreign Ministry with a request to help in establishing the whereabouts of her husband is being considered and the results will be announced later.

For some reason, our Foreign Ministry does not know this, but we know that Denis Sidorov has already been convicted in Ukraine, and he received 12 years in a strict regime. That in early June he is waiting for an appeal in Kyiv, but there is not much hope for a commutation of the sentence.

Now certain people are driving around the Ukrainian pre-trial detention centers, who are trying to persuade the prisoners not to wash, but to sign documents as if they themselves voluntarily refuse to return to their homeland. That all as one want to continue serving their sentences in Square. If the convicts sign this, they are promised to be released as soon as possible.

Many have lost hope and agree to everything. The last “all for all” exchange took place at the beginning of 2016. At the next “Minsk”, the fate of prisoners of war was the last to be discussed ...

Nobody's fault

I am sitting at the headquarters of the Novorossiya movement and silently staring at the monitor screen. Waiting for an answer. Maxim Garmash, also a prisoner of war, is in touch with me, one of those who are now fighting for their rights. It was he who created the Union of prisoners of war of Donbass. In the pre-trial detention center where he is sitting, there is the Internet. But it is not a fact that the connection will not be interrupted at any second, so we are both in a hurry to talk about the main thing - me and Maxim.

I am a prisoner of war Maxim Harmash, I am in the pre-trial detention center No. 3 of the city of Dnepropetrovsk, Ukraine, - the guy clearly reports. - I was detained in Kharkiv at the end of the summer of 2015, when I arrived there to pick up my family, grenades were planted on me. They couldn't break me mentally and physically. They imputed Article 110, Part 1, and Article 263, Part 1, which was later reclassified to Article 110, Part 2, 260, Part 2, and 263, Part 1, of the Criminal Code of Ukraine.

That is, "encroachment on the territorial integrity and inviolability of Ukraine", as well as "participation in the creation of illegal paramilitary groups." Well, to the heap - "illegal handling of weapons", right? I ask him.

The court did not have direct evidence that I was a militia, but they tortured me, during the torture they smashed my head in the back of the head and wrote that it was a combat wound ... I did not agree to a frank confession and did not make a deal with the investigation.

- How did they know that you really are from the Donbass?

I was betrayed, I do not want to generalize yet, I will free myself and tell you. From the very first days of my arrest, the guys in Donetsk did everything possible to get me exchanged. But it was useless.

Having felt for myself what it is, I realized that something needs to be done to get guys like me out, because politicians solve their problems at the cost of our lives. We collect lists so that none of us disappears, and they trade us like criminals, and no one does anything. The process itself slows down Kyiv. On April 28 of this year, our mothers left to verify the “refuseniks” (that is, to check those who allegedly do not want to return from Ukrainian prisons to their homeland, to Russia and the DPR. - Auth.) - I was reproached that the mothers were brought ahead of schedule, that they do not provide access to the "refuseniks", that the "refuseniks" are forced to refuse ... In short, a lot of things have been written - and there is little truth. Therefore, I decided to create an alliance, and the guys and their families supported me. Being here, we actually see who and how contributes to our liberation, who in general is engaged in it. We will stand up for our rights.

- And how did you manage to unite? After all, everyone is in different prisons ...

There are means of communication - I communicate with you. We also work with our volunteers, we ask for help with products - something like that.

- Are there many Russians, citizens of the Russian Federation, among the prisoners of war?

The last one was brought on Friday: he was taken prisoner, wounded, had a bullet wound in his leg, gangrene began, he was not operated on.

In general, there are enough citizens of the Russian Federation among prisoners of war. Basically everyone has a connection, but you have to pay for it.

- Do you stick together?

No, we are imprisoned with the Ukrainian military, and these are constant conflicts. But what can we do? The administration decides. Someone breaks down, someone puts the cellmates in their place. This is fine. This is a prison.

- Maxim, who do you feel like here? Do you feel like you've been betrayed too?

I do not give up. And I do not betray my homeland. My homeland is Donbass, not Ukraine, but Rus'.

- What do you think: why is the Union of prisoners of war needed? And will there be open opposition to you from Ukraine?

Guys need status. Politicians don't want to do this. I don't think there will be problems from Ukraine. They are not up to us now. Glad to chat. If you have any more questions, please contact.

Draw war

“The guys and I are in touch on the Internet every night. True, now it has become worse: Ukraine has turned off social networks, it has become more difficult to correspond, ”the Novorossiya movement shrug their hands (Andrey Sedlov is now the official representative of the Donbass POW Union in Russia).

Back in 2014, the profession of a negotiator became fashionable in the Donbass, that is, someone who negotiates the terms of an exchange and leads prisoners to the very end. The first fighters, as you know, were exchanged on the battlefield. First - for so, then - for money. Not so expensive if you try - a couple of thousand dollars a head. They could also take natural products - cars, for example. The process was mobile and was more or less understandable. “Sometimes even the commanders called each other after the battle to check the lists and quickly castrate their own,” I remember, they told me in the DPR and LPR.

Now it's gone. Everything is bureaucratized to the limit. Ombudsman Darya Morozova is officially engaged in the exchange of prisoners of war in the Donbas. There was also Lilia Radionova, who in the first years of the war headed the Commission for Prisoners of War. Then they worked without money, office equipment, pens and pencils were brought from home - all on pure enthusiasm. Stone Age, but the work was in full swing.

“Over time, the authorities intervened in the activities of the commission - someone needed to be added to the list additionally or excluded from the exchange,” Lilia told MK. “Then our small staff became part of the DPR Ministry of Defense, and we didn’t solve any more issues on our own.”

Lilia Radionova was named an enemy of the unrecognized republics after she handed over the names of Russian volunteers, also in captivity, to Moscow. She was accused of spying for... Russia! The woman had to run. “I could not imagine that this information could be a state secret - on the contrary, I wanted the best,” she wonders.

But this was all in the early stages of the war. Today, most of those in Ukrainian prisons - in Mariupol, Kharkov, Kyiv ... - have already been openly called criminals. Some of the “members of illegal armed groups” have been convicted, while others are waiting for their fate.

As they say, there is another important reason why the Ukrainians specifically do not want to come up with the initiative of the “all for all” exchange, which Moscow and Minsk insist on: their goal is to drag all the convicts to The Hague so that they can be tried there as war criminals.

That's how interesting it is: there is no war, but there are criminals ...

Dear compatriots!

More than six hundred people are now in the dungeons and prisons of Ukraine. Many of them despaired of receiving outside help, so they united in the Union of Prisoners of War and Political Prisoners of Donbass. It already has over 150 members.

Here is the official letter with which representatives of the Union addressed the chief negotiator of Minsk, Viktor Medvedchuk. Here is the full text of the appeal:

Representative of Ukraine

in the humanitarian group

tripartite contact

groups in Minsk

V.V. Medvedchuk

According to the statement of the representative of the Donetsk People's Republic in the person of Daria Vasilievna Morozova, the exchange of prisoners is impossible without completing the verification process. Due to the fact that from the moment the prisoners were questioned (November-December 2016) about their desire / unwillingness to return to the territory of the Luhansk and Donetsk People's Republics as part of the exchange of prisoners, until the moment they were verified, 150 people were released, who, according to the legislation of Ukraine, are now free citizens and can freely move around the country and beyond its borders. In this connection, it is impossible to establish the whereabouts of these people. Also, during the verification, ten people who are under house arrest were interviewed by phone, three people were not interviewed.

Members of the Union of Prisoners of War and Political Prisoners of Donbass are interested in the speedy implementation of the “all for all” exchange, and in order to speed up this procedure, we are ready to undertake obligations to verify persons who have refused the exchange.

To carry out this process, we ask representatives of the Donetsk and Lugansk People's Republics to provide a list of persons subject to verification, representatives of Ukraine - to provide the Union of Prisoners of War and Political Prisoners of Donbass with certificates of release of persons who in 2016 announced their refusal to exchange and as of June 2017 are on freedom, as well as to ensure the safety of the members of the Union during the verification process.

Please send a response about the decision made to the e-mail address of the Union [email protected]

Sincerely,

Chairman of the Council of the NGO "Union of prisoners of war

Video message from Victoria Shilova:

From the second half of April 2014, at that time, the absolutely illegal authorities of Ukraine, or rather, the group that carried out the coup, supervised by Western intelligence services, began the process of political repression. Those who disagree with pseudo-European integration, lawlessness and atrocities of the Maidan and its participants, convinced of the historical and geographical involvement of Ukraine in Russia and supporters of pan-Slavic unity, many Orthodox parishioners of the UOC, supporters of Ukraine's entry into the Customs Union were among the objectionable. For many, support for the choice of residents of Crimea and Donbass has become a verdict, incl. mortals. 90% of official accusations are absurd.

The Union of the Russian People was declared a separatist and terrorist organization "The Black Hundred" Union of the Russian People ". Using quotes from famous people, the presence on clothes of the colors of the Russian flag, symbols of the Russian Empire, the Soviet Union, even elements of the coats of arms of Austria and Byzantium - became a crime.
The most "fashionable" articles of the Criminal Code of Ukraine were 294 and 110, participation in public disorder and calls for changing the state borders of Ukraine, respectively.

Since that time, more than 32 thousand people have become victims of the repressive machine of pseudo-Ukraine, in one way or another, of which 8,654 people have ended up in dungeons. Most were released by the selfless actions of lawyers, were exchanged for Ukrainian prisoners and the assistance of honest officers, law enforcement officers.

The list presented to you below is "live". Constantly updated, unfortunately, in the direction of increasing numbers. The data is absolutely accurate. All facts have documentary evidence, incl. testimony of witnesses. In places of deprivation of liberty in Ukraine, there are no or nominally present infirmaries.

Below is just a small part of the political prisoners who are in a particularly difficult situation.

1. Medical assistance is not provided to them.
2. Cases are essentially not considered in court, cases are transferred from court to court, court sessions are reduced to considering the issue of extending a measure of restraint (detention).
3. When human rights defenders filed a number of complaints, including to international organizations, on numerous violations of human rights, namely; excess of their official powers by law enforcement officers; violation of the consideration of cases by judges (at all stages of the trial), on the part of state organizations of Ukraine there is a kind of reaction in the form of initiating criminal cases on the facts of violations (almost not a single case has been brought to court), sending formal replies to the applicants from the office of the Commissioner for Rights person, higher judicial instances and the leadership of law enforcement agencies.

[email protected]- relatives of those who disappeared in the Donbass and, possibly, are in captivity, can write to this address to help them find their way and find their loved ones.

There are no former volunteers: those who returned home are desperately trying today to help those who are still there. “Relatives sometimes don’t know where someone is sitting, rushing about, losing time, sometimes up to a year or even more, before they understand where to look and how to try to release,” says volunteer Dmitry Danilov (Novorossiya movement).

In Ukraine, Russia now does not even have its own ambassador to solve these problems mobilely.

Therefore, the "drowning" - prisoners of war and political prisoners - save themselves. They just have to come out of the shadows. “The exchange lists are constantly updated, but what’s the point if the exchange hasn’t been around for a long time?” - the guys shrug their hands.

At the same time, there are many times fewer Ukrainians, fighters of the Armed Forces of Ukraine, in the Donbas - only about 100 people. But since they are official military personnel, the Geneva Convention just applies to them. Unlike ordinary civilians who took up arms just to protect their land.

No, they won’t change “all for all” now - as it was pompously stated in Minsk: after all, this means 100 per 1000. 100 are servicemen of the Armed Forces of Ukraine, 1000 are militiamen and volunteers. Bad arithmetic. Ukraine will not agree to this. She doesn't need it. What about us?..

It's hard to call it an interview. I’m not a professional, rather it’s an ordinary conversation with the sister of a militia member who is in Ukrainian dungeons ( https://vk.com/id56914434), in which one can hear the cry of the soul of the desperate relatives of prisoners of war:

A:
"What connects you with the question of the exchange of prisoners of war?"

Ella:
"I am the sister of one of the prisoners of war Shevelev Vitaly Gennadievich, one of the eight sappers who were captured on June 27, 2016 near Shirokino. Therefore, the topic of the exchange of prisoners worries me very much, as it concerns one of the most dear and dear people to me, my younger brother"

A:
"As far as I remember, the guys then, by agreement, went out to clear mines and the Dogs took them prisoner, violating these same agreements."

Ella:
"Yes, they explained to us that the guys went out to clear mines, and they were fired upon and taken prisoner."

A:
"There was a rumor that in fact there was no contract, it's just that our command did not consider it necessary to provide cover."

Ella:
“I don’t rule out such an option either, but you yourself understand that the truth can be found out only when the guys return and tell everything themselves.”

A:
"How many of our guys are in prisons in Ukraine now?"

Ella:
"According to the latest statements by Daria Morozova, more than 600 people, but, frankly, I don't think she knows the exact number either."

A:
"So the numbers are actually hidden?"

Ella:
"As far as I noticed, the numbers change every day, especially even in the news every day there is information about the detention of more and more supporters of the Republics, i.e. it turns out that the lists are regularly replenished, each time based on the results of a meeting of the trilateral contact group, we see there are statements that "the lists have been verified or the lists need to be updated" which is why I see no prospects for the implementation of the exchange required by the Minsk agreements according to the "all for all" formula

A:
"How many POWs are waiting to be exchanged for more than one year?"

Ella:
"It's hard to say, but given the fact that there have been no official exchanges since February 2015, it's practically the same figure."

A:
"Is there a connection with the guys, what do they say about the exchange?"

Ella:
“Unfortunately, communication is very bad, you yourself understand the conditions they are in. But, according to my information, after Daria Morozova’s statements about the results of verification, the guys practically lost hope and decided to fight for their liberation by any means themselves, the Union of Prisoners of War was created and political prisoners on whose behalf I have already read the first statement on the Internet today."

A:
"What does Morozova herself say to them?"

Ella:
“The Ombudsman herself knows how to speak perfectly, she has a talent for this, she can even shed a tear when necessary! But the guys have been in this hell for more than a year and they know the situation from the inside. And Morozova’s words that she fights with all her might for everyone prisoner, neither the guys themselves, nor the relatives believe."

A:
"That is, apart from general phrases during communication, he does not specifically say anything?"

Ella:
“He says that you don’t understand, I can’t say everything, but we are fighting for you and stuff like that. for the benefit of the exchange" is already visible to everyone."

A:
"What do you know about the initiative to create a "union of prisoners of war and political prisoners?"

Ella:
“So far I don’t know the details, but I know for sure that it was after the announcement of the results of the verification, i.e. when Morozova once again made it clear that on May 15 a decision on the exchange would not be made in Minsk and another far-fetched excuse was voiced, The guys decided to express no confidence in her.

We very much hope that at the next stage of negotiations in Minsk on May 15, the results of the verification will be finally approved and no one's emotional actions and criminal negligence will be able to stop the exchange process.

On our behalf, we urge you to add the following categories of persons to the priority exchange lists:
- prisoners of war and political prisoners of Donbass, whose state of health is critical and there is a threat to their lives;
- elderly people over 60 years of age;
- those prisoners who went through the most brutal torture, and those who were captured more than two years ago.
We are ready to provide detailed information on all three categories, although we know for sure that the representatives of Donetsk, Luhansk, and Kiev have all this data.

On behalf of the Union of Prisoners of War and Political Prisoners of Donbass, the appeal was signed by the following persons:
Garmash, Babich, Gubik, Slitenko, Evtukhov, Bliznichenko, Reznikov, Shevelev, Biryukov, Belikov, Kolesnik, Tumskaya, Popovich, Paley, Lygan Yu., Lygan E.

As can be seen from the statement, the guys are primarily concerned about those who urgently need qualified medical care: one prisoner of war has gangrene on both legs, another has a rotting jaw, knocked out during interrogations ... Those inhuman conditions are helped only by hope, the hope that they are needed, that they are remembered and fought for, but the results of each Minsk meeting destroy this hope ... "

A:
"In your opinion, who should take the position of the Commissioner for Human Rights of the DNR?"

Ella:
"I believe that the issue of people's lives (and the lives of hundreds of people depend on exchange issues) cannot be associated with politics, blackmail and pressure on each other precisely with exchange issues! I believe that this should be dealt with by a person who is not involved in politics and does not pursue any other goals than saving the lives and health of our people, it would be better even for a person who has experienced all the "charms" of captivity and understands what it costs the guys every day of being in these conditions, a person who is not afraid even to personally go to that territory, if it somehow speeds up the exchange. Mothers were not afraid to go, Ukrainian mothers were not afraid to come to the LDNR more than once, Savchenko and Ruban are not afraid, but our Apparatus is afraid ... And if they really rooted for our guys, you wouldn't be afraid to act."

A:
"Who do you think constantly disrupts the exchange and for what reason?"

Ella:
“I’m not saying anything, this is my personal opinion (but more and more often I hear the same opinion from others), but I blame only Daria Morozova. If back in the fall I could say that both sides were dragging out the process, now I’m sure that (however sad it is) the Ukrainian side is maximally willing to meet, but it is Daria Vasilievna who each time puts forward more and more impossible demands for the exchange. The very first impossible demand is a one-stage exchange "all for all", everyone understands that this is not possible for many reasons. It is impossible to even just stop at the final version of the lists of prisoners, because they are replenished every day. "

A:
"Can you be a little more specific about the structure of the exchange and why a one-stage exchange is impossible?"

Ella:
“Firstly, it’s impossible to even just dwell on the final version of the lists of prisoners, because they are replenished every day, someone is detained, someone’s term ends and he is released. That is, the lists of “all” can be updated endlessly .

Secondly: everything is clear about prisoners of war, they are taken either in positions or under some other conditions, but the uniform of the weapon, etc. Those. people have military status, they do not need long checks on who this person is, ours, not ours, etc. And these people are given very long terms. My brother is facing 15 years in prison... And there are all sorts of grandmothers, women, etc., who blurted out the wrong thing at a checkpoint or in a store and they will be given no more than a year, i.e. while this whole burden of exchanges, such people are "hanging on the lists", and their term has already ended and they have been released, and because of this, the lists do not converge again.

A:
"To what extent the exchange depends on politics, i.e. does the voluntary transfer of Ukrainian prisoners of war by the head of the Republic affect the exchange. There is a rumor that no one will actually change 600 for 50."

Ella:
“Of course, the voluntary transfer of Ukrainian prisoners of war as gestures of goodwill greatly affects the exchange process, the number 42 is completely incommensurable with the number of our guys. Here are all sorts of gestures of goodwill, the incomprehensible disappearance of the declared hundreds of Ukrainian prisoners of war after two boilers, this is all that gives rise to “rumors "about the trade in prisoners, about the secret exchanges of the Ukrainian military for redeemed ordinary prisoners who are not related to our war, etc. As well as strange exchanges, such as in the fall, when they changed the saboteur and the last of the prisoners from the airport to ordinary civilians, two of whom were expiring in a month, and one was an SBU officer in general ... (we are talking about this.
